Torres Vedras is a city and a municipality in Portugal with a population of 83.075 inhabitants. As part of the European SPP Building project, Torres Vedras worked with other European cities to establish a procurement strategy, promote market engagement among public procurers and suppliers, and develop an SPP Toolbox.

As part of the European SPP Building project, Torres Vedras worked in collaboration with other cities to establish environmental criteria into procurement activities. These measures are part of the Local Strategy for Sustainable Procurement, approved in 2014 by the Municipality of Torres Vedras.
The Building‐SPP project (2010-2014) established an SPP network to facilitate the exchange of practical experiences of capacity building in SPP among public procurers, top managers and other technicians. The network also helps disseminate good practices. In Portugal the project also includes training sessions to technicians from municipalities and other public organizations.
Furthermore, the project promoted discussion among public procurers and suppliers on the inclusion of environmental and social criteria in procurement procedures. The National Strategy for EcoProcurement 2020 (ENCPE2020) was approved and published in 2016. The ENCPE 2020 identifies the priority goods and services groups, based on the European Union list in the context of Green Public Procurement, and is applied as the technical specifications are made available, considering a set of categories. The Municipality of Torres Vedras is now working on an action plan for green public procurement according to the National Strategy.
