ICLEI's Sustainable Procurement Projects

 

Below is a list of projects undertaken by ICLEI’s Sustainable Procurement team.

 


 

Title of Project: SMART-SPP
Duration:           2008 - 2011
SMART-SPP will promote the introduction onto the market of innovative highly energy efficient technologies in the last stages of development. This will be done through encouraging early market engagement between public authority procurers and suppliers in the pre-procurement phase, including the issue of tenders.

Title of Project: PRO-EE
Duration:           2007 - 2010
The project aims to harness the buying power of public authorities to drive the market for innovative environmental technologies. A partnership will undertake large-scale joint procurement of technologies to secure a higher market share for the most energy efficient products.

Title of Project: GPP Training in Germany
Duration:           2009 - 2010
Sponsored by the German Federal Enviroment Agency (Umweltbundesamt), the training sessions on green public procurement (GPP), geared towards public procurers, will be developed and carried out across five urban clusters in Germany (ending in November 2010).

Title of Project: PUBLIC AFFAIRS
Duration:           2007 - 2010
The overall objectives of this project are to help progress towards the eradication of poverty in the developing countries and to contribute to sustainable global development. The specific objective is to reach a critical mass of public authorities using public procurement as a tool for sustainable production and consumption by systematically including Fair Trade criteria into their tenders.

Title of Project: Fostering SPP in Brazil
Duration:           2007 - 2010
he project aims to implement sustainable public procurement (SPP) policies and measures in three pilot governments: State of São Paulo via the Secretary of Environment, State of Minas Gerais via the Secretary of Planning and the City of São Paulo via the Secretary of Environment. The project focuses on the roles and responsibilities of the governments as beacons of innovation and investment for sustainability.

Title of Project: Biofuel Cities
Duration:           2006 - 2009
Biofuel Cities is a forum for the application of biofuels. Open to all stakeholders in the area of biofuels for vehicles. Biofuel Cities works to build a European partnership that facilitates networking, exchange and independently assesses biofuel projects.

Title of Project:
EU GPP Training Toolkit
Duration:           2006 - 2008
A toolkit designed to provide any European public authority with advice and information on the straightforward implementation of GPP, including a management model for gradual implementation, advice on the legal framework, and purchasing recommendations for 11 high-priority product groups.

Title of Project: Promotion of EU Ecolabel to public procurers
Duration:           2008 - 2008
The project aims to raise awareness and promote the use of the EU Ecolabel criteria in public procurement, and throughout the supply chain.

 



Title of Project: Sustainable procurement guidelines for UNEP - IT
                           equipment

Duration:            2007 - 2008
The project will develop sustainable procurement guidance and technical specifications for IT office equipment for 6 regional offices of the United Nations Environment Programme (UNEP).

Duration:           2005 - 2007
The DEEP project aims to promote opportunities in improving energy efficiency through high environmental standards for public office buildings.

Title of Project: PPP for Sustainability - PPP für Nachhaltigkeit
Duration:           2005 - 2007
A German research and piloting project that will develop guidelines for making public private partnerships not only economically interesting, but also a tool for sustainable development.

Title of Project: Promoting Sustainable Timber
Duration:           2006 - 2007
The project will develop some guidance and promote the take up of sustainable procurement of timber products by government bodies in Italy.

Title of Project: Marrakech Task Force Toolkit
Duration:           2006 - 2007
The project involves the development of an online toolkit for stakeholders involved in the public procurement process to assist them with implementing SPP.

Title of Project: GPP Costs & Benefits
Duration:           2007 - 2007
The overall goal of this study is to collect evidence on the economic and administrative costs and benefits of GPP versus standard purchasing for national governments and individual purchasing authorities.

Title of Project: RESPIRO – Responsibility in Procurement
Duration:           2006 - 2007
To increase the inclusion of social requirements in public and private sector purchasing activities through: - Encouraging an exchange of experiences between public and private sector procurers, - Encouraging an exchange between public procurers and potential suppliers.

Title of Project: SP in Germany
Duration:           2006 - 2007
The project Sustainable Procurement in Germany aied to raise awareness on sustainable procurement in Germany and was carried out together with the German-based organisation agenda-transfer.

Title of Project: LEAP
Duration:           2003 - 2006
The project aims to develop tools for local authorities to systematically, effectively and efficiently deal with green procurement as part of an Environmental Management System and test joint procurement approaches to overcome market barriers in Europe for "green" purchasing.

Duration:           2003 - 2006
The GreenMed project is a joint initiative of Greek and Portuguese municipalities to promote the environmentally friendly purchasing of products and services.

Title of Project: Buy Fair
Duration:           2005 - 2006
The main objective is to develop practical guidelines for public procurers in Europe wishing to purchase fair trade products.

Title of Project: Downstream Impacts of Sustainable Procurement
Duration:           2005 - 2006
The objective is to develop a robust evidence base on the outcomes that can be achieved from sustainable procurement in the public sector. This will focus on the impacts sustainable public procurement policies and contracts have on market supply and wider market demand.

Title of Project: A Future with Zero CO2 Emissions - Conference
Duration:           2005 - 2006
The conference aims to intensify political commitment and present practical strategies that have been effective, encouraging replication in the region and throughout the world. Local stakeholders, including business and youth, are invited to attend, as their presence will be instrumental in expressing how different actors can be engaged in vigorous co-operative efforts. The themes of the conference will reflect these goals, addressing mitigation, adaptation, energy efficiency, renewable energy, sustainable mobility and carbon neutrality.

Title of Project: Training in Ghana: Environmentally and Socially Responsible Procurement
Duration:           2004 - 2004
This training project for "Environmentally and Socially Responsible Procurement (ESRP)" was a cooperation between the World Bank, the United Nations Environment Programme (UNEP) and ICLEI - Local Governments for Sustainability towards the development of a training resource package on sustainable procurement. The training course was focused on purchasers and managers working at national development projects.

Explores the environmental relief potential of green purchasing and develops strategies.

Title of Project: NABESI - German Research Project on Sustainable
                           Procurement

Duration:           2001 - 2003
This project identifies hurdles for green purchasing, explores the legal framework and quantifies the environmental relief potential for Germany.

Title of Project: Eco-Procurement Survey
Duration:           2002 - 2003
The main objectives of the survey were to find out the proportion of public authorities including environmental criteria into calls for tender, the geographical trends and the extent of green purchasing activities practises.

Duration:           2001 - 2002
The aim of this project was to identify how much a municipality subsidises motorised private transport.

Duration:           1999 - 2001
A consortium of Austrian institutions has set up a green criteria catalogue to serve as a detailed guide for both public and private purchasers.

The intention of this guide is to provide municipal purchasers with practical information on how to proceed as regards green purchasing.

Title of Project: The European Green Fleets Project
Duration:           1997 - 1999
This project was developed to enable local authorities reduce CO2 emissions from their vehicle fleets.
