Kolding Kommune

Kolding has 8,000 employees and is the largest single business enterprise in the region. In 1994 a unanimous Town Council signed the Aalborg Charter, and 10 years later the Aalbort Commitment was adopted by the Town Council. The Municipality Plan 1998-2009 obliges Kolding to strengthen its environmental efforts. Kolding has taken up the task to integrate environmental considerations into its full range of activities.

 

Sustainable Procurement Activities

Kolding began the implementation of GPP in 1998 and the GPP policy was adopted this year. Today GPP is integrated in the procurement of goods, services and construction, ensuring compliance to environmental demands as well as environmental award criteria.

Environmental questionnaires are integrated by turn into all calls for tenders. The questionnaires contain different kinds of questions regarding the supplier’s business, the product and the packaging. For every product group there are minimum requirements that must be met. All other questions provide the basis to compare the environmental standards of the offered products. Assessment is facilitated by a point score system. In the end environment is assessed on par with price, quality and level of service. Kolding has changed virtually 100% of its purchasing policies to include environmental considerations.

Green procurement has been implemented without supply of extra economical funds, the total budget has been reduced by 10% the last 10 years. Modifications of the procurement procedures were necessary to avoid an increase in the total procurement budget.

Kolding was the Chair of Procura+ from 2004 - 2007.
